P.L. 2020, c. 44 (Chapter 44) created the New Jersey Educators Health Plan (NJEHP)) for all members of the SEHBP. The NJEHP is a Preferred Provider Organization (PPO) plan currently administered by Horizon Blue Cross and Blue Shield of New Jersey (Horizon). NJ Direct 10 and NJ Direct 15 will remain available for certain members of the SEHPB. 

Effective January 1, 2021, all new hires employed 7/1/2020 and after MUST enroll in the NJEHP, Garden State Health Plan or waive coverage. All other employees (employed prior to 7/1/2020) have the option of the following plans: NJEHP, Garden State Health Plan,  NJ Direct 10 or NJ Direct 15.

Effective October 1, 2013, a major aspect of the Patient Protection and Affordable Care Act (PPACA) required online insurance Marketplaces to be in place on January 1, 2014.

Governor Christie signed Chapter 78, PL 2011 into law June 28, 2011. This law provides for changes to the manner in which the State-administered retirement systems operate and to the benefit provisions of those systems. The law also changes the manner in which the State-administered Health Benefits Programs operate and the employee contribution and benefit provisions of those programs.


The passage of law Chapter 2, P.L. 2010, made numerous changes to public employee health benefits (NJSHB). The changes affect shared costs, employee eligibility, multiple coverage, and waiver incentives.

The following changes will affect Winslow Township Board of Education employees, effective July 1, 2010:
  • Employees must appear on regular payroll as a contracted employee and work full-time (over 30 hours/week).
  • The new law does NOT allow multiple coverage. Thus, only employees with non NJSHB coverage will be eligible for the waiver incentive. Therefore, married couples employed by the district will NOT be eligible for the waiver incentive program. Additionally, employees with a spouse covered by SHBP (via municipality or State employment) are NOT eligible for the waiver incentive program.
  • The maximum allowable amount an employer may offer an employee who waives coverage is 25 percent of the amount saved by the employer or $5,000, whichever is less.
